I have researched your town on the internet in the search bar and have found out that you have a Commissioner of Revenue there, don't know if this will help you, but try it out, phone number is 757-926-8752 and also found another number for York Commissioner of Accounts in Newport News phone number is 757-890-4173.
Try those numbers my friend, and do not give up, someone is out there waiting to help you, there is always that one good soul that is willing to listen to your situation of hardship and work with you. I had my water shut & electric, so I decided that because the utility companies wouldn't work with me that I would call the county's commissioners office. Well, I will tell you this, they called the utility companies and told them to work with me because of my financial woes. They had me go on a payment plan so I could get turned back on again and be able to "catch up"...I am still playing "catch up" but at least I got to have my utilities back on. Hope this has helped in some way. I also tried calling my state Representative and complained. Sometimes it's best to go "over" the utility companies heads to get something done. No one on this Earth should go without the essentials to live...Food, water, clothing, electric or a living space. There are resources out here. For food, try your local churches, you do not have to be a member, and sometimes they can help you with your bills. Many blessings and keep your chin up sweetie! In peace always ~
